    Apartment check before purchase

    Useful before signing the preliminary or final contract. We visually check finishes, visible installations, traces of damp and apparent defects, so the purchase decision is based on a documented condition of the apartment.

    Before signing the private handover document, we document workmanship defects and visible non-conformities in a report you can pass on to the developer or contractor.

    House inspection before purchase

    We visually inspect every accessible element of the property: walls, floors, ceilings, doors, windows and visible installations. Each finding is documented with photos and a detailed description.

    Laser measurements for an indicative floor plan, with high accuracy depending on access, room geometry and measuring conditions. Useful for design, checking or planning. It does not replace an authorised cadastral survey and we do not deliver DWG files.

    Technical capabilities

    What equipment we use and what its limits are

    The technical modules we use most often, explained briefly: what they measure, when they apply and what they do not cover.

    Thermographic inspection (thermal imaging)

    The thermal camera highlights temperature differences on the surfaces checked, useful for thermal bridges, heat loss and visible insulation deficiencies. Results are indicative, obtained visually and non-invasively, and depend on the indoor to outdoor temperature difference.

    Moisture measurement and infiltration risk areas

    We measure moisture in the air and in walls with professional equipment, in areas suspected of infiltration, condensation or mould. Measurements are taken without opening or breaking anything, and the values are indicative for the time of the visit.

    Endoscopic camera

    We use the endoscopic camera only through existing openings and access points, such as sockets, joints or accessible technical spaces. We do not cut, drill or dismantle anything and do not inspect areas that would require work on finishes.

    Indicative acoustic comfort measurement

    We record the ambient noise level in dB in the centre of each room at the time of the inspection. This is an indicative acoustic comfort measurement, not an acoustic compliance check and not a sound insulation test to standards.

    GSM/4G/5G signal capture

    We record the mobile signal level on the Orange and Vodafone networks at the time of the inspection and at the points checked. The values describe the situation on the day of the visit and are not a guarantee of future coverage or service quality.

    High-level visual inspection with a 360 camera

    To document high or hard to observe areas (ceilings, voids, accessible lofts, low eaves) in apartments and houses, we use a 360 camera mounted on a telescopic extension of up to 3 m. This use is separate from the 360 virtual tour, which is a distinct deliverable.

    Drone inspection

    Drone flights are carried out only where weather, access, safety and the applicable rules allow. When a flight is not possible, we document the roof and facade from accessible ground positions and state the limitation in the report.

    Indicative 2D floor plan

    A layout plan in PDF generated from laser measurements. It is an indicative survey, useful for design or planning, not authorised cadastral documentation. We do not deliver DWG files.

    When it is recommended

    Before signing a pre-contract or a sale contract, before a renovation, when taking over a new property, or when visible problems appear such as damp, cracks or poor finishes.

    What we check and document

    Visible and accessible elements: walls, ceilings, floors, joinery, finishes, traces of water ingress and damp, visible installations, exposed structural elements, common areas and the accessible exterior.

    What you receive

    A structured PDF report with photographs, findings classified by severity and recommendations. The Basic variant also includes an indicative acoustic comfort reading in dB per room and mobile signal capture on Orange and Vodafone. The Complex variant adds a 2D measured drawing with laser measurements, moisture readings and, where access allows, an endoscopic camera and high-level visual inspection with a 360 camera. The Complete variant adds a 360 virtual tour, thermal images and drone inspection of the roof and gutters.

    Limits of the service

    A visual, non-invasive and non-destructive inspection. We do not dismantle, do not open up and do not assess hidden elements. It is not an authorised technical expertise, an official handover/reception, a design check, site supervision or cadastral documentation. We do not deliver DWG files.

    Defect analysis and documentation

    We document construction defects, non-conformities and visible deviations. The service is useful for pre-handover checks, snagging and quality control on new flats, renovations or recently completed works.

    Each defect is recorded with photos, location and a clear description. The report includes severity classification and remediation recommendations.

    Who it is for

    Buyers of new apartments, owners taking over work from a contractor or fit-out company, and clients of recently completed renovations.

    When it is recommended

    Before the private handover of a new apartment, at the end of a renovation, or when defects appear after the property is in use.

    What we check and document

    For each defect we document the way it shows, its location in the property, its approximate extent, photographs and, where relevant, measurements. Possible causes are stated cautiously and, where the visible condition does not allow a conclusion, we recommend further investigation.

    A PDF report listing the defects with photographs, location, severity classification and remedial recommendations, usable in discussions with the contractor, developer or installer.

    Limits of the service

    This is a private record of visible defects, not an authorised technical expertise and not an official handover/reception of the works. We do not establish legal liability and do not issue conformity certificates.

    We document the condition of the property at the moment of handover or takeover. The service is useful for sales, rentals and private reference between parties, covering flats, houses and commercial spaces. It is private documentation, not an official handover/reception.

    The report includes detailed photographs, objective findings and observations on the condition of the inspected elements.

    Owners and tenants, property managers, sellers and buyers who need an objective reference of the property condition at a given moment.

    When it is recommended

    At handover or take-over of a rented property, at the end of a tenancy, and at sale or purchase, before the keys are handed over.

    The condition of finishes, furniture and appliances, visible installations, the inventory of items handed over, keys, meters and their readings, existing damage, and the handover conditions agreed between the parties, all supported by photographs.

    What you receive

    A PDF report with dated photographs, inventory, meter readings and objective findings on the condition at handover, used as a reference document between the parties.

    Limits of the service

    It is a private report on the general condition of the property, not a regulatory compliance inspection, not an official handover/reception and not a document replacing the contract or the legal handover protocol between the parties.

    Which BuildScan service fits best before buying a property?

    In most cases the starting point is the property inspection. The package and the checks are selected based on the type and surface of the property.

    What is the difference between an inspection and defect analysis?

    An inspection covers the general visible and accessible condition of the property, while defect analysis focuses on existing issues that need to be documented and understood in more detail.

    Do you also offer thermal imaging or moisture measurements?

    Yes. These checks can be used depending on the contracted service and the situation observed at the property.

    Do you only work in Sibiu?

    BuildScan currently has local coverage from Sibiu and Iasi. For other regions of the country, checks can be carried out by travelling, subject to availability.

    BuildScan property inspection services are private, visual, non-invasive and non-destructive: we check apartments, houses, halls and commercial spaces on site, document visible defects and deliver a technical report as PDF and web link.

    Property inspection, pre-purchase verification, handover documentation, moisture measurements and thermographic checks do not constitute authorised technical expertise, official handover/reception, project verification, site supervision, authorised cadastral documentation or legal certification of compliance. Reports and measurements are informative in nature and do not replace documentation produced by authorised specialists (certified technical experts, project verifiers, ANEVAR valuers).

    The full inspection report is delivered within the timeframe confirmed at order confirmation, after the site visit and after confirmation of full payment. We cover Sibiu and the surrounding area, as well as the rest of the country on request.
