1. Introduction
These terms and conditions govern the use of services provided by BuildScan (hereinafter "the Provider"). By ordering our services, you confirm that you have read, understood and accepted these terms.
BuildScan offers three main services: technical property assessment (in three packages: Basic, Detailed and Complete), defect analysis and documentation, and property handover and condition documentation.
2. Nature of the Services
Technical property assessment: A private, visual, non-invasive and non-destructive assessment of the property. We check the technical condition of the building, document our findings and deliver a report with photos, observations and recommendations.
Basic package: Visual inspection, photographic documentation, observations, indicative acoustic comfort reading in dB per room, mobile signal capture on Orange and Vodafone at the time of the inspection, and a PDF report.
Detailed package: Everything in the Basic package, plus laser measurements, informative 2D PDF layout, air and wall moisture readings and, where needed and access allows, an endoscopic camera and high-level visual inspection with a 360 camera on a telescopic extension of up to 3 m.
Complete package: Everything in the Detailed package, plus 360 virtual tour, thermal imaging photos and drone inspection (roof and gutters).
Defect analysis and documentation: Rigorous documentation of construction defects, non-conformities and visible deviations. Includes photos, severity classification and remediation recommendations.
Property handover and condition documentation: Private and objective documentation of the property condition at handover, takeover, sale or rental. Includes detailed photos, objective findings and observations on the inspected elements. This is not an official handover/reception procedure.
3. Professional scope notice
BuildScan services are private, visual, non-invasive and non-destructive.
The services do not constitute authorised technical expertise, official handover/reception, project verification, site supervision, authorised cadastral documentation or legal certification of compliance.
The documentation is informative and technical in nature. It cannot be used for building permits without validation by the relevant authorised specialists. Inspections are non-invasive and do not replace specialised technical expertise.
4. Documentation Delivery
Documentation is delivered in digital format (PDF and web link) within the timeframe confirmed with the client after the visit and after confirmation of full payment.
Depending on the chosen service and package, the documentation may include: PDF report with photos and recommendations, informative 2D layout (PDF), moisture readings, 360 virtual tour (interactive link), thermal imaging photos, aerial drone photos.
5. Payments, Delivery and Cancellations
Payment: The full report is delivered after confirmation of full payment of the agreed price. The inspection can be carried out and processed before payment, but delivery of the final complete report happens after payment. We accept bank transfer or cash.
Prices do not include any travel costs outside the base service area, where applicable. Travel costs are confirmed before booking.
Cancellation by the Client: Cancellation at least 24 hours before the scheduled visit is free of charge. Cancellations within less than 24 hours may be subject to a fee of 50% of the service value.
Cancellation by the Provider: In case of force majeure or unforeseen circumstances, the Provider may reschedule the visit at no additional cost.
6. Limitation of Liability
The Provider is not responsible for use of the documentation for purposes for which it was not designed, including building permits or official handover/reception.
The Provider is not responsible for changes made to the property after the visit date.
The Provider is not responsible for minor differences that may arise due to limited access to certain areas or measurement conditions.
To the extent permitted by applicable law, the Provider's liability is limited to the value of the service paid for that specific service. This limitation does not affect any mandatory consumer rights provided by law.
7. Intellectual Property
Technical documentation, including reports, 2D plans, the 360 virtual tour, photographs and aerial recordings, remains the intellectual property of BuildScan. The Client receives the right to use it for the agreed purposes. Commercial reproduction or redistribution is prohibited without the Provider's written consent.
8. Amicable dispute resolution and ANPC / SAL
If a client is dissatisfied, they are encouraged to contact us first so that we can try to resolve the matter amicably. Consumers may use, where applicable, the alternative dispute resolution mechanisms made available through the Romanian National Authority for Consumer Protection (ANPC) and SAL entities, available at https://reclamatiisal.anpc.ro.
9. Applicable Law
These terms and conditions are governed by Romanian law. Any dispute will be resolved amicably or, failing that, by the competent courts of Romania.
